Duties and Responsibilities: The candidate shall provide system security engineering and associated services in all phases of life cycle management for new acquisition and sustainment requirements to comply with existing and evolving requirements for information system security. Provide focal point(s) for weapon systems services and associated tasks and shall be full-time from offices at Robins AFB GA, Langley AFB VA, and Hanscom AFB MA. The candidate shall have, at a minimum, approved certification as outlined below.

Interface with Authorizing Officials’ offices to ensure knowledge of inherited security policies and procedures and future security-related efforts and plans.
Create and document system security policies, processes, and procedures
Provide oversight of enterprise-level security for each sub-system within the weapon system.
Design, develop, implement and integrate C2ISR weapon systems’ IA architecture, systems and system components for use within computer, network, and enclave environments.
Ensure the security architecture and design of C2ISR weapon systems are functional and secure. This shall include architecture and designs for special purpose environments with platform network interconnectivity and those with differing data protection and classification requirements.
Analyze Security Requirements

The candidate shall support and participate in all acquisition program requirements derivation, determination and review processes. The candidate shall support reviews for the derivation of general functional and security requirements from capabilities documents. The candidate shall support the creation of technical requirements for design implementation supporting security architectures required for functional operations.

The candidate shall analyze security requirements from internal and external sources, incorporate requirements into program documentation, and ensure they are understood by implementing organization by providing written documentation.

Design Security Architectures

The candidate shall support and participate in all acquisition program design reviews and ensure that all proposed architectures for functional operations meet security requirements as designated by policy, procedure and best practices. The candidate shall recommend changes to functional architectures to implement security requirements and ensure an accreditable system IAW IC directives listed in Appendix A specifically ICD-503’s Risk Management Framework.

The candidate shall document and provide to the 25 AF/A6S lead engineer all current and proposed architectures to address security requirements for the system. Conduct periodic security forums with members identified by 25 AF/A6S lead engineer (no less than one (1) per quarter) to ensure system security architectures are being implemented.

Plan Tests

The candidate shall conduct, in coordination with applicable Government test organizations, security control test planning activities as related to weapons systems development. The candidate shall document and provide security control test requirements and procedures to the weapons system PM and the 25 AF/A6S lead engineer. The contractor shall develop, configure, document and provide test tools in accordance with industry standard.

Execute Tests

The candidate shall, prior to formal Assessment Testing, execute, support, and coordinate test of security requirements with appropriate Government representative.

Test events shall be accomplished in conjunction with candidate test events and Government development test events as applicable to each project.

Tests shall include, but are not limited to, Factory Acceptance Test (FAT), Integrated FAT (IFAT), and Security Test and Evaluation (ST&E).

Enterprise Network Coordination

The candidate shall work with commercial telecommunication subcontractors, Department of Defense (DoD) and IC Service organizations, Defense Intelligence Agency (DIA), National Security Agency (NSA) and other agencies to determine systems design, connectivity, software reliability and use across networks.

Education and Skills: Bachelor’s Degree in either computer engineering or electrical engineering from an 45TAccreditation Board for Engineering and Technology, In an 45Taccredited university. GSLC certification or CISSP certification with at least five (5) years of expertise. Prefer 45TDefense Acquisition Workforce Improvement Act (45TDAWIA) certification as well, but it is not a requirement for employment.

Mechanical Engineer

The Mechanical Engineer Sr performs advanced engineering duties in planning and designing tools, engines, machines, and other mechanically functioning equipment. Oversees installation, operation, maintenance, and repair of equipment such as centralized heat, gas, water, and steam systems.

Principal Accountabilities

·         Designs and implements cost-effective equipment modifications to help improve safety and reliability

·         Performs design work for new construction, renovations and improvement projects for real property facilities

SIGINT ANALYST EXPLOITER

General Synopsis: Full-time customer-site position as the SIGINT Analyst / Exploiter supporting various high-profile government customers.  The position will serve as a SIGINT exploiter providing expertise and support to various teams.  Responsibilities will include accessing SIGINT databases used in geospatial analysis, completion of data integration tasks in JEMA, performing link and nodal analysis, performing metadata analysis, and presenting SIGINT findings in various visualization applications.

Job Functions:

Electronic Technician

The Electronic Technician Lead oversees a team and provides depot and field level field engineering and maintenance support to assigned systems and communications equipment, and training and technical advice to technical personnel assigned to perform electronic maintenance.

Principal Accountabilities

Duties include the following, although specific duties vary by assignment or contract:

·         Applies advanced technical knowledge to fault isolation, scheduling and maintaining complex communications and electronics systems in accordance with customer standards.

·         Performs critical quality and safety assurance reviews of all equipment integration practices to assure conformance with the US National Electrical Code (NEC).

·         Manages and develops engineering input to the preparation of Engineering Change Proposals (ECPs), and technical design packages. Develops integration plans and performs hardware integrations, and manages documentation schematics and modifications. Prepares site integration and test reports. Configures computer software, communications devices, and peripheral equipment to operate within designated networks.

·         Designs and plans for and executes network hardware installation, testing, and validation. Trains customer personnel at the installation site in proper use of highly specialized electronic equipment.

PC System Specialist

A.    Performs analytical, technical and administrative work in the planning, design and installation of new and existing personal computer systems, and write programs to fulfill requirements or select appropriate off-the-shelf software and modify it to suit.

Attendance

Overtime is infrequent, but important when required (1%). Must be able to support 24 hour Weekend/Holiday On-Call Operations and respond onsite within two (2) hours of notification.

Shipping Receiving Clerk

·Receive, off‐load, safeguard, temporarily store and preserve materiel handled by the Receiving Section. Refer commercial carriers that are transporting bulk petroleum to the Mobility Fuels Bulk Storage Facility. Refer commercial carriers that are transporting Ammunitions and Explosives (A&E) to the Ammunition Supply Point (ASP). Refer commercial carriers that are transporting Class VIII (Medical) controlled substances to the Weed Army Community Hospital (WACH) Logistics Division. Refer commercial carriers that are transporting Class I subsistence items to the Troop Issue Support Activity (TISA).

·         Establish and maintain a log identifying commercial and military carriers that make deliveries at the ISSA.

·         Establish and maintain the tracking of shipment documents and daily customers

·         Establish, process and store receipts, manually and using the current automated system the same day of receipt

·         Offload vehicles, equipment, and other materiel from carriers. Off load all carriers arriving at the ISSA within two hours of arrival or within the time limits prescribed by the Military Traffic Management Command (MTMC) Freight Traffic Rules Publication No. 1A (MFTRP No. 1A).

·         Process receipts of Hazardous Material (HAZMAT). Notify the Directorate of Public Works (DPW) Environmental Division and the AO the same day when damaged HAZMAT is received, for instructions regarding handling, storage and disposal. Contact the DPW Environmental Division and the AO, upon receipt of HAZMAT that has obvious or suspected damage and wait for instructions regarding handling, storage and disposal. Comply with NTC Regulation 200‐1 (NTC Environmental Program) and special instructions from DOD 4140.27‐M

·         Visually inspect shipment to: Verify the accuracy of the shipment against accompanying documentation to include verification of quantity, nomenclature, NSN, condition code (CC), unit of issue (UI) and other pertinent data. Any discrepancies observed from off post turn‐ins shall be immediately identified to the AO.

·         Unpack incoming materiel and palletize any loose materiel

·         Identify any damages to the shipment.

·         Segregate and process materiel from Non‐ISSA activity customers that are received as mixed shipments.

·         Accept, and sign for shipments for which no discrepancies are noted.

·         Verify parts picked up by customer units using the current STAMIS, or manual process when the system is not operational. Confirm issues are required. Customer’s receipt signature on the MROs and/or Customer Issue List obtained prior to customer departure.

·         Provide the Accountable Officer a list of all customers (unit name and DODAAC) not picking up parts within a three (3) day workday

·         Annotate any transportation discrepancies (including damage) on the carrier’s delivery receipt and obtain the driver’s signature.

·         Process and store receipts into the STAMIS the same day of receipt. When system is inoperative input manually recorded data same day of the equipment or system becoming operational

·         Correct and re‐enter receipt data rejected by the STAMIS / GCSS Army daily cycle within one (1) workday the data is rejected.

·         Process the transit document (TK4 – i.e. Document Identifier Code) data through keyboard for Direct Support System (DSS) shipments. IAW DA Pam 700‐30 and FM 38‐725.

·         Move materiel to designated customer holding area the within one (1) workday of receipt of materiel

·         Receive, document, verify, identify, cross‐reference, classify, sort, store and disposition retrograde and found‐on‐installation (FOI) materiel.

·         Verify a current signature card is on file [Notice of Delegation of Authority Receipt for Supplies (DA Form 1687)] IAW AR 710‐2. With a copy of the Unit Commander’s Assumption of Command Order.

·         Verify and compare the accuracy of documentation and material prior to being issued.

·         Telephonically, notify customer units and activities, within one (1) day upon receipt of high priority (IPD 01‐03) orders

·         Receive delivery and pick up of items to/from Direct Supply Support Activity (DSSA), the Marine Corps Logistics Base (MCLB)/DRMO, Barstow, and Various National Guard Units.

Receiving Discrepancies

·         Establish, assign, mark, and maintain a holding area within the ISSA for incoming materiel that is received without documentation, materiel for which the contractor cannot identify the ultimate consignee, damaged materiel, and materiel designated for non‐ISSA activities.

·         Notify the Chief, Transportation Division of discrepancies (including damage) and await the arrival of a representative from the Transportation Division for a determination and resolution.

·         Initiate, prepare and process supporting documentation regarding discrepancies.

·         Notify the AO of misdirected shipments, quantity shortages, and excesses. Prepare and submit SF 364’s [Report of Discrepancy (ROD)], or automated ROD from Automated Manifest System (AMS), under appropriate STAMIS and/or current program accordingly

·         Initiate and prepare Supply Discrepancy Report (SDR), process transportation documentation through the DLA (WEB‐DLR) and/or current reporting program in accordance with AR 55‐38, AR 710‐2, DA PAM 710‐2‐2 and any specific instructions from Chief, Transportation Division and the AO.

·         Prepare documentation for items received without a receipt and input into STAMIS / GCSS Army.

·         Accept and sign for discrepancy shipments, process through the STAMIS / GCSS Army System utilizing the personal data collection device (PDCD) or manually in time of contingency and process discrepancies.
